UK Horses in Training: The Numbers Behind the Decline

Richard Wayman, the BHA’s Director of Racing, acknowledged the situation directly: the horse population continues to decline and the betting environment remains challenging. The trends are heading in the wrong direction for both Flat and jumps horses, and the sport has recognised the need to develop a strategy to support growth of horse numbers.

The decline is not sudden. It is a multi-year trend driven by rising costs of ownership, breeding, training and veterinary care. Prize money hit a record 194.7 million pounds in 2025 – a 3.5% increase – but that growth has not been sufficient to reverse the economic pressures on owners and breeders. When it costs more to keep a horse in training than the prize money it is likely to earn, the rational decision for many owners is to reduce their string. Multiply that decision across thousands of owners and the population shrinks.

The National Hunt code is feeling the pressure more acutely. Jump horses have longer development timelines, higher injury rates, and fewer racing opportunities per season than their Flat counterparts. The Jump average field dropped to 7.84 runners in 2025, down from 8.49 the year before – a 7.7% decline in a single year. That fall is steeper than the overall horse population decline, suggesting that the attrition is concentrated among horses at the margins of competition: those who would have made up the numbers in larger fields but whose owners can no longer justify the cost of keeping them in training.

BHA Projections: 6-7% Fewer Races by 2027

The BHA’s modelling projects a 6-7% reduction in total races between 2024 and 2027. Richard Wayman framed the fixture list strategy positively: the 2026 list was developed with a view to delivering high-quality, competitive and engaging racing that is attractive to those who own, train and run horses in Britain. The implicit message is that fewer, better races are preferable to a bloated schedule that stretches a shrinking horse population too thin.

For wheel bettors, fewer races means fewer opportunities to play exotics. If the total fixture list contracts by 7%, that is roughly 300 fewer races per year. Some of those will be small-field events where exotic pools were barely viable anyway. Others will be competitive handicaps that produced genuine wheel betting opportunities. The net effect depends on where the cuts fall, and the BHA has indicated that core meetings will absorb more of the reduction than Premier fixtures.

The 6-7% projection is a planning figure, not a guaranteed outcome. If the horse population stabilises – through increased prize money, ownership incentives, or breeding support – the fixture contraction may be less severe. But planning for the worst case is prudent. A wheel bettor who currently plays exotics on four races per Saturday should expect that number to shrink to three and a half, on average, by 2027. Budget accordingly and adjust session plans to focus on the races that remain.

Fewer Horses, Smaller Fields, Cheaper Wheels – But Thinner Pools

The cost side of the equation is straightforward: smaller fields mean fewer combinations and lower ticket prices. If the average Flat field drops from 8.90 to 8.00 runners, a one-key trifecta wheel drops from roughly 56 to 42 combinations. A 25% cost saving. The Jump average dropping from 7.84 to 7.00 takes the same wheel from 42 to 30 combinations. Cheaper tickets across the board.

But cheaper tickets do not automatically mean better value. The dividend side works against you. Thinner fields attract less betting interest, which produces smaller pools. Smaller pools after the 25% Tote deduction leave less money for distribution. And with fewer possible finishing combinations, the results become more predictable, which means more bettors hold the winning permutation, further compressing the dividend.

The National Hunt average of 7.84 runners is already at a level where full trifecta wheels are affordable but dividends can disappoint. A further decline towards an average of 7 would push many Jump races below the threshold where exotic betting is economically rational. A 6-runner novice hurdle has only 120 possible tricast permutations, and the pool on such a race might contain a few hundred pounds at best. After the 25% deduction, the winning dividend could easily fall below 30 pounds – less than the 20-pound cost of a one-key full wheel.

My response to the population decline has been gradual reallocation. Each season I shift a larger share of my exotic budget towards Premier fixtures and festival meetings where field sizes are holding up and pools remain deep. Midweek core meetings on the Flat and small-field Jump cards get less of my exotic spend than they did three years ago. The horses that have left training are disproportionately the ones that would have run at those lower-tier meetings, and their absence is felt most acutely in the pool sizes that those cards generate.

The horse population decline is not a crisis for wheel betting – it is a structural shift that changes where and when exotics are viable. How does a declining horse population affect wheel bet availability?

If the cuts remove low-quality cards where exotic pools were already thin, the impact on pool liquidity at the remaining fixtures could be minimal or even positive – concentrating the same betting money into fewer races. If cuts affect competitive handicap cards, the impact on exotic pool depth would be more significant.
